BERLIN – On a sunny Saturday, the day before the state election in Berlin, Klaus Wowereit stood on a small stage at Lake Wannsee, a water-bound location just west of the city where Berliners go for sailing and beach recuperation. Booths selling regional varieties of beer, cake, and Spanferkel (pig roasting on a spit) dotted the lakeside in a fashion not untypical of a German fest.
