Should A Manager Apologize After Making A Mistake?

I was asked recently by a highly respected friend as to whether a manager should apologize after making a mistake.  My friend had a manager who had clearly made a mistake, and refused to apologie, ostensibly on the grounds that an apology was an admission of guilt and possibly inability to adequately perform his or her job, and therefore should be avoided whenever possible.  The question posed to me then was, “Should a manager apologize?”.
